The Illinois Insect, Plant and Pest and Plant Disease Act requires nurserymen to apply for a permit from the IL Department of Agriculture in order to sell nursery stock (505 (ILCS 90/4). Nurserymen must keep for one year records of purchases, aquisitions, sales, or other distributions (505 ILCS 90/3.01). The Department must inspect nursery operations once a year for plant diseases or insect pests (505 ILCS 90/5).
